Only if he is Richard Nixon, who was truly a Dick. Otherwise, no. However, this insult by Halperin doesn't really rise to a level that constitutes a major thing. It's an insult, and shouldn't have been said, but it's not that egregious an insult, as insults go.

whereas 'slut' suggests someone with slaeazy and/or loose behavior.
They are not the same, IMO.
