I think Derrick Jensen's Premise Four from his book "Endgame" Vol II. Forgive my paraphrasing: Civilization is based on a widely accepted hierarchy where violence done by those above on those below is taken for granted and mostly unnoticed. But violence done by those low in the hierarchy to those higher is unthinkable and severely punished.

Bush killed but only those lower on the hierarchy. While the lowly wikileaks dare try to prevail on the higher in the hierarchy.
