Rep. Emanuel Cleaver (D-MO), a pastor from Missouri, described it as a “sugar-coated Satan sandwich.”

I think that's because he couldn't/wouldn't describe it for mainstream media as a 'Shit Sandwich'.
But I could be wrong.
