3. I think McConnell, Reid, Boner and Pelosi each get to
appoint three members. McConnell said today that he and Boner have agreed not to appoint anyone who supports revenue (no link, saw the clip on TV)

5. Because that is how the bill was written and voted/signed into law.
And all of us 'pearl clutchers' saying this is a poison pill and screaming at our critters about it were ignored.
