2. So Duggan was shot by what would be called a SWAT team in the US

10. Um hmm. I'm thinking newbie on the team got a little
too excited and fucked up. Then didn't even have the guts to actually have a self-inflicted wound. The round struck and stuck in his walkie talkie, I'm sure while it was on the ground rather than strapped to his side. Add a throwaway to the scene and voila!
