and I would bet that their "pay" was probably tips..their "wages" were probably offset by their "fair share" of rent for room & board..

It could be a work-study program that gives the employer tax-benefits..Do these kids even have to get SS cards for their work...pay payroll taxes etc?

Hiring locals might cost them more, and they might not be able to "get rid of" an entire workforce when school starts up again..:shrug:
