Question about what Martin said on Dylan's show yesterday

Yesterday I was watching the end of Martin's show on MSNBC and he carried over to Dylan's show. At the start of the show there was a roundtable type thing going on. I've looked for the video of Dylan's show but MSNBC doesn't have the first part posted and nothing yet on YouTube.

Anyway, Martin was being critical of the US health care system and how easy it is to get drugs. He was comparing it to the National Health Care system in England and how you can't just order up a drug in the NHS. (the discussion was about Michael Jackson's doctor and the anesthetic used on MJ.)

He then made a statement, and I wish I could find the quote, but he seemed to imply that there should be some sort of gov't regulation from 'conception' to death.

Did anyone else hear this? Was he saying that you need to get a license from some gov't agency to have a child?
