It isn't a new phenom.
I think it often has the opposite effect, as they don't seem to hire the brightest bulbs on the tree.

The problem is that these people are filing false TOS violation complaints against activists on FB. Even the dimmest bulb can hit a complaint button. If you get enough complaints you are banned and there's no appeals procedure.
It's all done algorithmically. There's no human review. If there are enough complaints against you, you are automatically banned. Unless FB makes some changes to their procedures, there's no way to fight it.
Unfortunately, I don't think FB has any financial incentive to change their procedures.

FB is a bunch of data mining fuckers anyway.
You could play the what's good for the goose game, if you know who they are. You can gin up a few phony accounts and file TOS complaints against the people who are doing this.
The guy that owns FB ripped off the idea AND is richer than Roosevelt. He's not going to give a shit about the downtrodden--he's got his.
