and regulations but that farmers couldn't make a living anymore and that is what needs to change.

aka the wheat imported to N. Africa... and the farmers make a better living growing oh cotton, in the case of Egypt. than well wheat. This is not profitable anymore. It is also by design and part of globalization, I had some conversations with Migrant Workers who used to grow corn, beans and squash in the Bajio, and who were forced to sell after NAFTA.
