5. The 9-11 one makes no sense.

US intelligence saw it coming. George Tenant, head of the CIA, was nicknamed "Chicken Little" by GW because of this. He complained to Senators that he was being ignored. W's entire debate on national security in the 2000 election consisted of mocking Gore for suggesting this was coming.

So that one cartoon couldn't be further from the truth. A better analogy would have been the fall of communism which US intelligence failed to see coming (despite vast amounts of evidence that everyone else could see; heck, years earlier evening news anchors led off their telecasts one night with "communism is dead" and "Lenin is turning over in his glass coffin", yet somehow the CIA missed it for several more years).

7. You are correct. In fact, what that particular one does is advance the

propaganda of what the spinmasters want advanced. 'We didn't know' plays much better than 'we allowed it to happen'.
