The current change is coming from the top down. When they get the right combination, it will be from the bottom up.

It's not Wikileaks fault that some people want to keep playing the game, even as the ground under the stadium splits open, and fire-breathing, man-eating monsters are climbing out by the dozens, gobbling spectators, stadium, cars, houses, etc.
