In one of the fastest and most bizarre start-to-finish scandals in recent Washington history, the Amherst Republican submitted his resignation to House Speaker John A. Boehner, R-Ohio, a mere three hours after the website Gawker ran the suggestive picture and a series of e-mails between Lee and the 34-year-old single woman.

Lee's resignation brought an astonishingly rapid end to a two-year, two-month congressional career that at one point seemed potentially limitless.

Only a year ago, the Almanac of American Politics named Lee a "rising star," and last month, he began service on the prestigious Ways and Means Committee.

All that promise began to slip away, though, on Jan. 14, when the single woman posted an ad in the "Women for Men" section of Craigslist, the popular Internet classified ad site, according to Gawker.

11. Cuomo will set up a special election. This particular district is red-leaning
It might also be a target for redistricting when we lose 2 of our seats from the census.

So to answer your question, there is a chance it goes blue, but a) not very likely unless Lee's resignation damaged the Republican brand here and b) whomever steps in might be doing so for a very limited time, anyway.

13. It'll be carved up. There could be a special election in Nov. like you said
New York has to redistrict anyways so this is an easy place to do it. It's solidly Republican. When Massa resigned, the office kept churning out letters, flag requests, and the other mundane office activities without a voting rep.

becomes my rep (Louise Slaughter, D). She already butts it, and, frankly, I remember her as being pretty effective when I used to live in Rochester.

She's also probably safe from losing her district considering her massive seniority (I'm almost 35 and I remember her speaking as my rep at my elementary school when I was a student.).
