There's not a lot of folks out hunting for people who are smoking it. Many places have decriminalized possession of small quantities. District attorneys aren't that interested, in most case, either. In some parts of the country, though, possession of an ounce or so for personal use is still something that can get you busted.

To actually answer the OP, I'd have to know where he lives, and also his ethnic make up, as white folk like me have near impunity compared to Latino and black people. We smoke way more, they get arrested way more. And it is a serious problem. California is the only state where under an ounce is across the board a non arresting offense. The only one. The only one where it does not go on your record if it is not medical, but just some pot you have. And that has only been the case since Jan 1. Other than geographic variations, the rest of what you say is not correct, and of course, not supported with any specifics or links. We have been through this before, so you know that more are arrested now than 10 years ago. You also know about the racial disparity, because I told you myself. Peace.

some turn a blind eye and some go for for broke on it, I know someone who years ago was pulled over with 1/4lb and the cop told him to "roll himself a couple joints" and simply took the rest, no ticket or anything else ecept a cop who had just apparently gotten himself a stash

...were usually my friends' older brothers or sisters. They'd "confiscate" the weed, and we would just wind up smoking it with them the next weekend. Those were definitely different times. I even went home with my art teacher one day (who was also a friend's older brother ) during class to toke up. He left his TA in charge, said we were going to pick up some art supplies. Holy shit...can't necessarily say it's a bad thing that this is frowned upon these days.

...that's putting in place all these fucked up laws. We all survived the seventies just fine. The people who were the class geeks and the outcasts wound up running for political office (disclaimer: I was Senior Class President '77 -- but I was elected on the Stoner platform) and are now outlawing everything and trying to make up for the "injustices" done to them when they were in high school.

Well, maybe not. I got busted in 72 with an oz. In VA at the time, any thing over 11 grs. could be considered intent to distribute. Since I had done many things I didn't get caught for, the DA decided to try to rail road me.
I wound up doing 4 months and learned a lot more about crime. The good news was, it kept me out of Nam. My lottery number was 42 which equates to "Get on the boat dude". I turned out a lot better than most of the guys that went over there. Most of them are still horribly scared mentally if not physically.
