Those devices are monitored by rating services. They aren't official rating numbers, but they are being watched more closely as they are actually real time reporting numbers now.
If you didn't know it, your cable or sat company knows what you are watching and sells that information.

I don't have TV, but I do have the internet, and I just hope this is a permanent live link to MSNBC. It's bookmarked now!
