Is the way to try to get someone's attention (Olbermann, for example) to put @Olbermann in the tweet?

You put @ followed by their Twitter ID, which in Olbermann's case might not be that exactly. For example, if you wanted to send a tweet to the author Neil Gaiman (one of my personal favorites), you would put '@neilhimself'- not his real name, but it is his twitter ID. It's no guarantee they will reply, but it will show up in their feed.
Hashtags, such as #wiunion, usually go at the end of the post so that it shows up in the feed of that tag. You can create your own hashtags if you wish, though if few people are using them few people are likely to see them.
