There were no great conservative Presidents.
And that is why Regan won the poll for "Greatest President".
If you are a liberal or progressive you might vote for any number of Presidents, From Jefferson to Lincoln to Teddy and FDR, or maybe Kennedy. All good choices. And so the votes are spread among a number of candidates.
But if you are a conservative, especially a modern Tea Party Repub. Well all you got is Regan, so he gets 19%.
Clearly most Americans would not call him great, or put him into the same field as those that were.
He simply got more votes because of the concentration of votes by the wingnuts.

He was no conservative, by today's standards, he was liberal.

6. Two responses
1. Of course there are no great conservative presidents; conservatives by definition try to stop things from happening - try to take things backwords. That's not to say they are always wrong, but it's never very heroic standing in the way of progress.

2. People genuinely do have a lot of affection for Reagan and not just tea-partiers.
