On the otherhand, as a food safety professional, I think that it is an overall good things. Many organizations have been getting away with things that do endanger food safety. Yes, it is easier for large organizations to comply provided they weren't completely uncompliant. It does save them some worry about their suppliers as well, which helps them, but everyone else too.
