2. I rather prefer to think of him as a Tick.
With the tick's multiple host life-cycle seen as different stages in his political career OR

with the tickes multiple host life-cycle seen as his multiple marriages.

Either way, it seems to fit.

Fleshflies – Family Sarcophagidae- Most flesh flies breed in carrion, dung, or decaying material, but a few species lay their eggs in the open wounds of mammals; hence their common name. Flesh-flies, being viviparous, frequently give birth to live young on corpses of human and other animals, at any stage of decomposition, from newly dead through to bloated or decaying (though the latter is more common).

Democracy is his breeding ground.

But he'd just be lost in the crowd of other (R) ethically challenged, serially adulterous, think-tank welfare children. They're a dime-a-dozen - almost as common as their perverted, kinky closet cases.
