If the Wisconsin Rethugs could have done this all along,
why didn't they? What was holding them back? Why did they let this drag on for weeks if they could simply split the bill?

1. They wanted to pretend it was a fiscal matter...
to get Democrats on record as opposing the fiscal health of the state for pure political reasons. Now, of course, they have shown that they did this for pure political reasons.

Another raeson why they did this is to get it over with and hope people will forget.
