One prefect alone reported nearly 10,000 people missing from the tsunami, so these numbers seem absurdly low.

which of course happened because of the earthquake, but I still think we need to be precise in these matters. The earthquake itself seems to have done less damage than the incredible tsunami, which is at the root of the nuclear reactor problems as well as the thousands who were swept away, even after having survived the earthquake.
