A side note on Chuck Todd, as I see a clip on him on The Last Word

Todd was making a statement about how Trump has been touting the "...conspiracy theory that (Obama was not born in the U.S.)." He paused awkwardly and made a look before almost blurting out "conspiracy theory". You could almost hear the air-quotes in his voice.

WTF is that about?
