no new precincts, or more precincts with no new votes.

I assume it may just be a lag in updating both figures at the same time.

6. Some Wards Have No Registered Voters

Based on comments last night, it appears some of the wards/precincts don't have any registered voters, i.e., industrial areas, new home construction, business areas in cities without residents, etc.

What everyone saw in Madison and other protests throughout the state did not look anything like a 50/50 even split regarding the pro/anti-Walker agenda, IMO.
