In a new twist to a dizzying legal case, Secretary of State Doug La Follette sought Wednesday to stop the state's appeal of a judge's hold on a controversial union bargaining measure.

The kicker: The appeal technically was made in La Follette's name by the state Department of Justice.

Attorneys working under state Attorney General J.B. Van Hollen, a Republican, made the appeal on March 21 after a Dane County judge temporarily blocked La Follette from publishing GOP Gov. Scott Walker's legislation repealing most collective bargaining by public employees. The appeal seeks to lift the hold so the measure can be published and take effect.

In the filing, La Follette said the Department of Justice did not consult him in seeking to appeal and was not properly representing his interests. La Follette, a Democrat, opposes the legislation.
