21. I have no idea how to read this.
Is Prosser getting votes added or subtracted from his total? What is Kloppenburg getting? If a vote is subtracted, does it go to Kloppenburg or just disappear?

At least in this case though, it should be easy to verify (by adding the votes of the other cities to see if they match the previous total). We'll see I guess. Crap.

one of the highest turnout rates - without those "missing" 14K votes? If so, this sounds very fishy.

2010 election results.

I was very worried election night because it looked like they had many more votes to count (relative to 2010). Then, I was overjoyed when they reported 100% reporting. Guess they were wrong.

elections? CNN is comparing apples and oranges. I understand that the statewide turnout is typically 20% for spring elections, but that this year, statewide it was 33%. I believe Waukesha's turnout for this election was higher than 33%, before these 14000 votes were "discovered."

On edit: I just found an article that spells out the numbers in more detail:

"Before the big adjustment, Waukesha County's vote total was just under 111,000. That is equal to 37.4% of the county's voting-age population of 296,081 people in the 2010 census.

After the big adjustment, Waukesha's vote total was roughly 125,000 votes. That is equal to 42.2% of the county's voting-age population.

By comparison, Ozaukee County's turnout was 44.1% of voting-age adults Tuesday, and Washington County's turnout was 40.9%.

The county with the highest turnout rate in the state on Tuesday was Dane County, at 47.7%. The statewide turnout was roughly 34%.

Before the adjustment, Waukesha would have registered by far the biggest decrease in turnout of any county in the state between last fall's governor's race and this spring's court race - almost 26 points, from 63% to 37%. The statewide drop in turnout between those two elections was about 16 points."

Interestingly, the day before (before the mystery votes turned up) the SAME columnist (Gilbert) said the following:

"Milwaukee County made up a little more than 15% of the vote, lower than its share in the 2000 and 2008 court races but well above its share in other recent court elections.

And the state's biggest Republican county, Waukesha, accounted for 7.5% of the statewide vote, which is extremely consistent with past court races. In other words, the turnout increase in Waukesha County on Tuesday was very much in line with the statewide increase. (my emphasis) The "good news" for conservatives is that their voters didn't exactly stay home. But they did lose the turnout edge they had last fall, when Republican voters in Waukesha and nearby counties turned out in greater proportions than voters anywhere else in the state."

Democrats should look very carefully at these seemingly inconsistent statements. It's possible that they can be reconciled but it looks very suspect.

Justice David Prosser announced this afternoon the leader of his legal team for the expected recount will be Jim Troupis.

The team will also include Milwaukee-based Attorney Dan Kelly and Ben Ginsberg of Washington, D.C.

“We are preparing for a recount, contingent on the results of the statewide canvas currently underway,” Prosser said.

Ginsberg, of Patton Boggs, worked on the Florida recount in the 2000 presidential race for then-Gov. George Bush.

The Waukesha County Clerk planned a 5:30 p.m. news conference today to discuss its vote totals amid reports that it failed to include the votes for Brookfield in the results it sent The Associated Press on Election Night.

It could represent a more than 7,000-vote swing in an election that whipped back and forth this afternoon as county canvass totals came in.

Brookfield City Clerk Kris Schmidt said she sent her numbers to the county clerk's office Tuesday night that showed David Prosser with 10,859 votes and JoAnne Kloppenburg with 3,456. She said those numbers did not change in the postmortem she did after the election.

"I have no clue what’s going on. she said. "No one has officially told me what’s going on."

The Waukesha County canvass netted Justice David Prosser more than 7,500 votes over JoAnne Kloppenburg, swinging the vote total dramatically in his direction.

The clerk's office called a 5:30 p.m. news conference to discuss the results. Ahead of the news conference, it handed out a sheet that showed new vote totals for the Supreme Court candidates without explaining the changes.

The new totals showed Prosser with 92,263 votes in the county, while Kloppenburg had 32,758. That netted Prosser 7,582 votes, compared to the initial tally reported by The Associated Press.

- what is the "tape" she refers to, why not "tapes", is there a tape per voting machine,
or are these machines talking to a another process that totals (if so then why is a
spread sheet needed?

- we need to see these spreadsheets, to understand the process in detail, how can we possibly
trust her otherwise

- do the optical scanners have a timestamp for each vote, or do they simply keep totals
(timestamps would be nice, as they would show vote rate vs vs time)

- what ensures the integrity of the tapes?

- how to we get to the raw data, the data from all the voting machines themselves -
we don't need no stinking spreadsheets just the raw data, and a way to prove
mapping from a voting machine dataset and the physical voting machine

so one tape per polling place, one tape max per ward. Anyone know what these
tapes look like? Is the data "signed with hash" to prevent changes?

they spent all day wed april 6, and today checking that the tape data was reflected
in the spreadsheets? She spoke so generally - reporters should have dug in and
asked more about the so called "verification".

49. The tape is from the optical scanning machine
There would typically be one machine per polling place (sometimes a polling place covers more than one ward). Voters feed the ballots into the machine and it totals up all the votes for each candidate, overvotes and undervotes, and write-ins. At the end of the election the workers take the tape out and compare it to the number of ballots that were given out, and hopefully the numbers match. Otherwise they have to figure out why not.

I read in the Wisconsin Recount Guide that there are special instructions for recounting Optical Scan ballots. The default method is to feed them through the tabulator again, which is an ES&S / Diebold computer with tabulation software. To recount them by hand requires a court order. I remember what troubles Florida had in 2000 & 2004 getting cooperation from the courts, so this worries me. Anyone know the reason they have for requiring a court order for hand-counting these?
