WTF? Full list of "Policy Riders" in Boehner's full-year -$61B HR 1 Budget bill,
already passed by the House.

Remember when Speaker Boehner said (on Feb 27th), "If they won't eat the whole loaf at one time, we'll make them eat it one slice at a time"? ( http://news.yahoo.com/s/ap/20110228/ap_on_re_us/us_boehner_religious_broadcasters )

IMO, that sentence sums up Boehner's subsequent strategy of bad-faith "negotiations", which has led the nation to the brink of government shutdown.

"The whole loaf" includes dozens of bizarre far-right "policy riders" that have nothing to do with the deficit, the underlying premise for HR 1 (as if a short-term cyclical deficit at a time of high unemployment had anything to do with long-term structural deficits).

My hunch is that most of the more bizarre riders can be traced to corrupt-looking corporate bribes for their individual House sponsors.

The full list of policy riders in HR1 includes: (from http://www.ombwatch.org/files/budget/OMB_Watch-HR1_Policy_Riders.pdf ):

Policy Riders in H.R. 1

Sec. 1284 - Prohibits funding for fresh fruits and vegetables in the school lunch program. under section 19 of the Richard B. Russell National School Lunch Act.

Sec. 4013 - Prohibits funds to the Planned Parenthood Federation of America, Inc., or any of its affiliates.

Sec. 1112 - Prohibits transferring detainees from Guantanamo Bay.
Sec. 2237 - Prohibits HUD funding for rental assistance to the elderly.
Sec. 4006 - Blocks the FCC from implementing Net Neutrality.

Sec. 1802 - Prohibits funding new Job Corp centers.
Sec. 4017 - Strips funding for any provision of the health care reform law.
Sec. 4030 - Prohibits BATF from collecting information on multiple rifle/shotgun sales to the same person.

Sec. 1590 - Prohibits DC from using its own, non-federal funds, for abortion services.
Sec. 4046 - Prohibits finding for a govt-sponsored consumer product complaints database
Sec. 1746 - Prohibits funding for EPA efforts to regulate greenhouse gases

Sec. 4027 - Prohibits funds to carry out medical loss ratio restrictions in the health care reform law. (These provisions require insurers to spend at least a certain percent of their premium revenues on medical care.)

Sec. 4009 - Prohibits funds to pay the salaries and expenses of the following Presidential czars: Obama Care Czar, Climate Change Czar, Global Warming Czar, Green Jobs Czar, Car Czar, Guantanamo Bay Closure Czar, Pay Czar and Fairness Doctrine Czar.

IMO this new "Policy Rider" is related to the same issue--school systems ' contracting out thier school lunch programs to corporate vendors of "fast food" burgers and fries, the mainstay of bad diets which are quite literally killing millions of children through obesity and subsequent early-onset diabetes, and heart disease, etc.

Fruits and vegetables are bad for business.

17. Yep...and for health insurance companies and Big Pharma...
...hell, even Big Oil. Heavier weight (i.e. fat people) requires more gas in transportation. Sure, it may seem like a negligible amount individually...but multiply that by millions of people thousands of time per year.

Fat people are big business. It's in their best interest to start them while they're young.

32. I'm not sure the exact language of the rider mentions Planned Parenthood--have you seen it?
Legislative staff are quite ingenious when it comes to defining the generic scope of some piece of legislation so that it applies to ome particular target. Usually they do this to favor a particular corporate interest, but it works the other way too. For example, NYC schools reoutinely cheated by school funding language that excepts "cities of more than four million" (I'm not sure that's the right figure) from a more generous funding formula.

number of boxes in the exhibit seens to be somewhere in the neighborhhod of 65.

Of course, since HR 1 passed months ago, additional riders could have been passed in subsequent House legislation.

knowing HR-1 will not pass - and they know it won't. this is just red meat for their frothing-at-the-mouth Tea Party base.

If I'm right, it means they're shutting down the government for a political stunt (which we all know is true).

...they've only been focusing on Planned Parenthood (which is an important issue, don't get me wrong...and whose funds appropriation has been wildly misrepresented by the GOP), and "who to blame" if the government shuts down. I've heard a few mentions of slashing EPA funding, but that's it! Why in the blue fuck are they allowing the Repubs to control messaging once again?! Quit speaking of generic spending cuts, and let us know in detail just what it is these fuckers want to cut!

DC cannot retaliate against a State wohse legislator attacks DC in a piece of legislation. You never any other territorial US jurisdiction attacked in this way because it can retaliate again and again on every bill that might help or hurt the attacking state.

All non-voting DC Delegate Eleanor Holmes Norton can do when DC is attacked by national legislation is rant--and boy is she good at ranting! for tens of millions of middle-class and lower class SUCHERS, that's how they get elected.

Combined with Reagan's torpedoing the Fairness Doctrine, ever-expanding media enable Fox News, right-wing hate radio, and other elements of the Republicans' "Mighty Wurlitzer" to allow a savvy few to saturate tens of millions of low-information voters with ridiculous propaganda.

Time after time over the last thirty years, they have promised "culture war" victories on womens' right to choose, religious school vouchers, punishing flag-burners, gays, and n****rs, stopping immigration, etc. etc. The masses who buy this stuff vote for them dutifully, every two years. But somehow notheing ever really happens except taxes for the very wealthy go lower and lower.

benefit-cost analysis seems to have been ruled irrelevant by the current House. Cancer screenings, Pell Grants, HeadStart, Job Corps, etc. merit EXPANDED spanding, not amputation during a business cycle low point.

When the Rs were in charge during a time of prosperity (brought on by Bill Clinton's budget-surplus-creating policies), the White House oposition was "Deficits don't Matter". When was the last time you saw the video of VP Dick Cheney uttering those words>

to switch from Republican to Democrat for Pelosi to regain the Speakership. If more than 25 individual Republican House members sponsored any of the more ridiculous riders, then diligent research and smart use of rider sponsorship in campaign ads could restore sanity to the House in 2012.

Read through each and every rider individually (if you can; there are over 100), and then after each one, stop and ask yourself, "How does this particular rider increase jobs?"

When the answer almost each and every time is, "It doesn't," then ask yourself what exactly it is that Boner and his buddies are up to with this nonsense.

It ain't rocket science (clearly, since one of the riders prohibits funding for NASA).

What about the rest?????????????????? Our friends Ed, Rachael, and Lawrence need to address this. the House passed months ago.

The FINAL bill is slated to be voted on by the House on Thursday.
