The votes were there for PP, so it was saved.

.... it's their sacred horse that they need to have to trot out every election to fire up the fundies to vote for them. Once abortion/women's reproduction is no longer an issue, they can't use it to 'strike fear' into their base's hearts every election cycle.

POTUS knows this, so do the GOP. It was an imaginary line in the sand.

28. Now that you mention it...
you're right. It gives both sides cover. Boehner for "fighting to cut it" and Obama for "not caving". They were just playing their parts. The social value of the program itself is secondary.

The Tea Party types don't care much about Planned Parenthood... just cuts, cuts, cuts of any sort.

The surrender of Boehner on PP may have been a pre-planned negotiating stance to get what he really wanted: a deal on the dollar amount of cuts..
