THE KASICH BUDGET’S “SECRET SIX”
LITTLE KNOWN BUDGET PROVISIONS MAKE OBM DIRECTOR A CZAR;
FAVORED CONTRACTORS WOULD PAY NO BUSINESS TAXES

Columbus—Innovation Ohio, a progressive think tank headquartered in Columbus, today presented its second “Taxpayer Rip-Off of the Week” Award to the “Secret Six” pages of the Kasich budget which would not only give the Administration unprecedented contracting authority, but also exempt winning contractors from paying any state or local business taxes, including the state “CAT” that all other businesses are required to pay.
Squirreled away between pages 261 and 266 of HB 153 (Kasich’s proposed two-year budget) are 200 seemingly innocuous lines that would make OBM Director Tim Keen the most powerful unelected person in Ohio. These passages authorize him to contract out—for up to 75 years—ANY state service to ANY applicant that he alone deems “qualified” to “more efficiently and effectively provide those services.” Best of all, contractors Keen picks as winners would pay no business tax on gross receipts or on any income “derived from providing public services.”

There is no requirement that the favored bidder be current on taxes, operate a safe workplace, pay a legal wage or even be an Ohio company that employs Ohioans. Nor is there any prohibition against awarding contracts to major Kasich campaign contributors. And awards would not be subject to review or approval by the state Controlling Board or anyone else.

Said Innovation Ohio’s Communications Director Dale Butland:

“With these “Secret Six” pages, the Governor’s proposed budget takes “taxpayer rip-off” to a whole new level. They transform the OBM Director into an unaccountable modern day Czar, vested with unchecked power to contract out any state service to any company he alone deems ‘qualified.’ The lucky companies get a contract for up to 75 years and—as an extra bonus—don’t have to pay taxes on the money they earn!

“So let’s review. A generous Kasich campaign donor behind on his taxes—who operates a call center in Bangladesh paying workers $4.00 per day—would pay no business taxes on income from a state contract providing job re-training advice to unemployed Ohioans over the phone.

“Of course, public scrutiny, legislative oversight, and tax fairness don’t mesh with privatizing state services ‘at the speed of business.’ It’s a ‘new day and a new way.’ And transparency and fairness are so yesterday.”

1. And he claims he wants to run the state like a company?
I can't think of any corporation where one person can contract a service without going through a bid and approval process.

There has to be a criminal act taking place here somewhere, when someone gives and another receives that much authority.

7. I don't think so-he didn't exclude them from his draconian SB5 (collective bargaining)
legislation. RThere have been many law enforcement folks at the rallies:

17. Ohio's constitution doesn't allow recalls of elected state officials. Two Democratic state reps
are introducing legislation that would change that

but it has no chance in a legislature controlled by the Republicans,

For the same reason, there's no chance they'll impeach Kasich.

And if people try to fight back in the state courts, they'll run into the problem that the state Supreme Court is almost entirely Republican.

Some of the SC judges faced retirement soon because of current age limits, but the Republican legislature just passed a proposed constitutional amendment to raise the age limit so those seats on the SC won't be threatened:

10. I might have to move
This will bankrupt the state for years and years. No public schools, slashes to Universities,
state parks closed or gone, a shrinking middle class, and companies can come to Ohio and use
the infrastructure and pay 0 state taxes.

I partially blame the TOTALLY INCOMPETENT ODP! for their actions in primary '10 which alienated many progressives. Can referendums overturn this? They have the governorship, both houses of the general assembly & the entire supreme court to back them. Most importantly...THEY CONTROL WHO COUNTS THE VOTE!

13. The 2010 election I was at fist going to attribute to ...
..... poor turn out of democratic voters but I am really worried now about the
integrity of the vote. Even w/ Brunner as Sec. of State..

Can you imagine if Strickland had done this? The outrage in the media would
be non stop.

People aren't willing to question the integrity of elections in this country. We both know it. We will be the 1st country to allow fascism because our citizens are too absorbed in their own lives. UFB!

16. In 2008 Obama in the primary got 0 votes in ...
... some precincts in Harlem and Bedford Stuyvesant in Brooklyn both very
black districts, the New Hampshire 2008 primary was questionable as was
Ohio's ...... In 2010 in South Carolina an unknown with no money, no home,
no campaign office, no ads, gave no speeches, and no web site beat a man w/ a
20 + year record and was known state wide in the democratic primary .... it
stunk to high heaven and not a think was done about it.

The only way to win is massive turn out to overwhelm the built in 10 to 15%
fudge factor in the vote now.

19. Just because overall Af Am turnout in '08 was 68% doesn't mean some precincts
that had Af Am voters had any turnout at all!

11. He could sell the Ohio Turnpike for a dollar, if that is what he sees as the best deal.
Privatize every state asset in a giveaway to campaign donors and Wall Street cronies, completely loot this state like Vandals then leave public office without ever looking back, "Mission Accomplished".

15. Yes. He isn't the only governor trying this crony asset grab, but he might be the most blatant.
I posted a topic last month about some of these elected officials apparently not being at all interested in being re-elected to that office:

We're seeing a legislative blitz by Republican politicians who might be happy to hit and run

Kasich simply doesn't care about his approval rating slipping.

18. just like wisconsin. this is what was hiding behind the
predictable smoke of the union attacks. i think that they knew they were signing bills that would be thrown out, that would attract a lot of attention. they were the misdirection that allowed for the magic trick of ripping off everything.
