It's too important to screw around on. Let the Rethugs twist themselves into knots about it, let them go ahead and try to work it. Let them challenge this (and send the global economy into a second nosedive that will be on THEIR hands).
Call their bluff Mr. President.

No bill will get to his desk unless Senate Democrats are on board as well. Whether it's clean or not, if a bill gets that far and he vetoes it, he will be going against Republicans AND Democrats. For that reason, he will have to wear all of the blame. I'm not sure I'd stake out that position if I were him.
