I was wondering what Obama could do using an Executive Order.

It appears The President can only use them to direct agencies of the Executive Branch.
I'm just wondering if Obama could use it (or signing statements) like Bush did to thwart Boehner.

Last time I check, the Senate was held by Democrats and can block anything the House decides to do.
