http://www.progressivestates.org/psn/boardPSN is only several years old. I hope they'll someday become a counterweight to ALEC.
But the driving force behind ALEC is corporate interest. Corporations provide most of ALEC's funding. They make the lavish conferences possible and provide the "scholarships" that are traveling expenses for state legislators. And in turn they get to help write legislation that benefits them. Those same corporations help fund campaigns and astroturf groups that keep their favorite legislators in office and make it appear there's more grassroots support for the legislation than actually exists.
Progressive States Network offers idealism, expertise, and a chance to network.
If you go through their press releases, starting with the oldest
http://www.progressivestates.org/press/releases?page=7that will give you some idea of their history (they were called PLAN originally - Progressive Legislative Action Network).
Their site has a lot of information and interesting links, but I don't know if it has anything like ALEC's model legislation. Much of what's there is about harmful legislation from conservatives. And of course progressives have to be aware of that, to try to stop it.
