Big box prospect generates concerns in Upper St. Clair(Pa)!
Neighbors nervous about the proposed redevelopment of Consol Energy's former headquarters in Upper St. Clair have enlisted a national consultant who fights big-box stores, even though the developers have yet to confirm what they want to put on the property.

Developers Hal Kestler and Gerard Cipriani will ask the Upper St. Clair planning commission on Thursday to recommend rezoning the 28-acre property for a "mixed-use" development offering retail and restaurants along Washington Road and high-end apartments or condominiums off Fort Couch Road.

But neighbors worried about the prospect of more traffic and more big buildings along Route 19 have received the help of Sprawl Busters, a Greenfield, Mass.-based consultant that helps communities fight large-scale retailers such as Wal-Mart and Home Depot, to conduct phone surveys and help them lobby against the project.
