If birfer legislation becomes law, there are going to be a lot of seriously disappointed
birfers next year when President Obama's documentation passes muster. And it will.

1. Ah but you see that's all part of the CONSPIRACY. Glenn Beck explained it all
on one of his chalkboards, LOL. K&R

I have a few yahoos on another site posting about Corsi's new birther book; I'm debating with myself as to whether to engage them or not.

I think I see what you mean. "If it becomes law, then his documentation will be tested wrt the law"?

4. They'll just think all these republican states are in on the vast conspiracy to hide
Obama's Kenya birth. Somehow it'll be assumed that Obama's paying off all these republican states.

Considering the they don't believe the vast evidence that Obama was born in Hawaii now, there's nothing that will convince them that Obama's truly a citizen...even a picture of his mother giving birth under a "Welcome to Hawaii" sign and his dad holding the local newspaper to prove the date.

6. Correct

States can require all kinds of things to get onto a ballot, and I get the impression that few at DU have ever read what kinds of documentation need to be submitted to make it onto any state ballot for president.

The Constitution assigns the role of conducting elections to the states and as long as the states don't impose an unconstitutional qualification, there really is no problem with it.

I was really hoping that AZ would pass theirs, so that then the birthers would turn their ire on the state officials who would, as you note, duly place Obama on the ballot.

7. they don't seem to understand that the Federal Constitution
In article VI has what is known as the Full Faith and Credit clause. This clause means that each state has to accept the public records of every other state. Obama presented a certified copy of his Certification of Live Birth, which is sufficient to obtain a U.S. Passport, and that every other state must accept. End of story.

9. Yes, every other state must accept that record

But you seem to believe that a state can't require presentation of such a record.

I'm not understanding the point you are trying to make.

The point is that, yes, AZ would have to accept the certificate from HI as conclusive evidence of the birthplace of the person identified therein.

But there is nothing wrong with AZ requiring one, just as they would require one of a person applying for a driver's license or anything else.

What they cannot do is to require one and then say "We don't believe it".

When you say "Obama presented one" I guess is where you are confused. Apparently because AZ did not require one, he did not "present one" to any official in Arizona for the purpose of getting onto the ballot.
