Madison — Republican lawmakers are forming ranks against high-profile planks in Gov. Scott Walker's proposed budget that would cut recycling grants and sharply restructure a prescription drug plan for seniors and the state's flagship university.
But GOP legislators remain firmly behind the Republican governor's 2011-'13 plan to solve a $3.5 billion budget shortfall without relying on tax increases. That means that to undo any spending cuts proposed by Walker they could have to come up with difficult and potentially controversial spending cuts of their own.
On Tuesday, the 16 members of the powerful Joint Finance Committee dug into Walker's budget document, which uses $1 billion in cuts in aid to schools and local governments rather than tax increases to balance the budget.
