Some systems have towers with floors built with better ideas, but then the things you mention then occupy them or a person flips, as with Soroman, That is when the tower can't help them, but you still have to be able to reach them to remove them. That was Isengard.

The Other tower in the Two Towers, the tower of Sauron was built on foundation of greed or desire for power, so once that was removed it crumbled.

That is sort of what you are saying, destroy the lying, and the tower will fall, if it is built on that.

A tower is something built by any form of investment or work over years, most people stay on the ground level, some build towers.

It can be seen in inherited wealth many times, or in ideas of generational leadership in some system, where some group thinks they are part of a tower built by others, like some in the USA now comparing itself to WW2 actions, or Revolutionary actions or 1776, but they are not part of that tower if there values, and what they think that means is not the same.

I propose a TV set that has a red light on the top that lights up when there is a lie told. It would make the campaigns a gas.
