Workers immediately hit a snag when they determined four county municipalities had destroyed some or all of the test ballots needed for the recount.
The municipalities - the village of North Freedom and the towns of Ironton, Spring Green and Troy - must order new test ballots before the board can finish its recount in the race between Justice David Prosser and Assistant Attorney General JoAnne Kloppenburg.

That's when canvassers learned that the town of Baraboo had provided only two test ballots for the Supreme Court race. Both were for Prosser.
