1. He wants the infrastructure bill to be traditional things

Wants the rest in a separate bill that can be killed, I suppose.

4. Don't read too much into this

This is CNBC spinning what he said in the way they want it to sound. While I'm sure Manchin would want to be in the center of a gang with Republicans. The proposal sketch they laid out left out way to much of the parts extremely popular in West Virginia, Jim Justice will be all over that. Capito can get away with being a Republican on it and voting no, Manchin cannot.
