Can someone confirm something for me... (or set me straight)?

In the cases where bakers/florists/designers/ etc are being accused of discrimination against same-sex couples....


... these are not cases initiated by the government, right? It's the couples filing civil suit against other people who they allege have violated their rights? Right?

These are civil suits alleging violation of civil rights?


Right?

Wrong?

More complicated than that?

but when SCOTUS steps in, it's ruling on a law. Today they heard oral arguments about a Colorado law which, as it stands today, compels a business to serve a gay couple against the bigoted views of the business owner. The business owner would like to invalidate that law.
