...just a fan trying to find Elon and get his attention. The "jumping on the hood" thing was probably him jumping in front of the car where ever he spotted it to get Elons attention and then when he realized Elon wasn't there he ran to his car.

I would bet money they know who the guy is, and the guy has mental issues or is very much wanting to meet Elon.
