To impede the peaceful transfer of power from the orange beast to the duly elected President Biden. They kept the report open to amendment to include any new information the DOJ is able to obtain from the members of Congress that ignored the summons.

Funny thing about how deeply and well thought out the U.S. Criminal Code. It does seem to have no place for the crooks to hide.
