Who at the top of the IRS aided the Orange Anus in defrauding America via tax audit requirements

That the Orange Anus, during his presidency, didn’t have legally required audits performed is likely no accident.

Someone in a position of authority made the decision to aid the Orange Anus in evading legally required tax audits. Who might that have been and shouldn’t he/she be facing scrutiny from an Inspector General?

Just asking because…well… Al Capone went to prison for tax evasion…so maybe, with all other avenues being exhausted, maybe the Orange Anus can suffer the same experience….along with his enabler(s).
