Am I reading it wrong? The democrats appear to be about the same liberal scale as most of the '90s. More interesting, the Chamber was more liberal than during the '60s, and yet we couldn't get anything "new dealish" through the congress at all. Heck, we couldn't get Susan Warren in the cabinet. Would need to see this chart for the Senate I'd guess.

To pin the previous conservative high in 1905 - the zenith of TR's presidency is simply ridiculous. By any standards, Teddy's administration was progressive and passed progressive legislation. Exactly how conservative was the House when it passed the Pure Food and Drug Act in 1908?
