By what definition?
It's okay for them to beat up protesters. It's okay for them to be stupid about someone in handcuffs while having a seizure. It's okay for them to compile data on possible offenders in other states.
New York needs to get rid of the bad cops that can't be rehabilitated. New York also needs to get rid of police chiefs that believe they are above the law.
