I thought that even in the days of Thomas Jefferson we had the means to encode diplomatic communications? Didn't Jefferson develop an encoding device?

If John Kerry or any other person is using unencrypted messaging for anything beyond very basic routine messages that I believe would be an error.

There are more secure ways to send thinks that are sensitive or classified.
