Scott Walker just unveiled his health care replacement plan: tax credits!

Forgive my failing memory but hadn't this been proposed/hashed out several years ago and found wanting?

for a yearly income of $24,000 is sure to be enough to pay for a years health insurance for 4 people. Right.
