He appears to be simple minded (and likely is in many respects) his language comes from his limitations in world view. He sees the world in binary fashion, like most Conservatives do.
Things are either good or bad. He justifies his ban because he thinks that bad people are coming to the US. They are bad because he decided that they are bad. Meanwhile, what he does is, in his mind, undoubtedly good so he justifies carving out special dispensations for people and activities that are aligned with his views.
