Sitting in the cafeteria with nothing to do

When Matthews asked his guests to tell him something he does not know, one of them - did not catch her name - said that the cafeteria in the State Dept is really crowded these days.

People have no idea what they are supposed to do, so they spend time at the cafeteria.

When I heard about the firing and resignation I thought who is going to show the newbies the ropes? Head of departments fired and not replaced. No boss, no assignments.
