Texas to Look Into Alleged Edits of Dashcam Video

Texas Department of Public Safety authorities said late Tuesday they were looking into alleged edits to a 52-minute dashcam video of the traffic stop and arrest of Sandra Bland, who subsequently died in her jail cell three days after her arrest.

Police say Bland committed suicide but her death has raised the suspicions of her family and supporters and has become the latest rallying cry among activists suspicious of the treatment of blacks by law enforcement. Waller County District Attorney Elton Mathis said Monday that prosecutors would handle the case as thoroughly "as it would be in a murder investigation," adding that it was "too early" to determine what happened.

At several points in the video of Bland's arrest, posted Tuesday to the department's YouTube channel, video of a person walking or a car driving by are cut or repeat themselves as the audio continues uninterrupted.

DPS spokesman Tom Vinger told NBC News that he could not speculate on whether the video was edited. "I will have to check in the morning. I can't speculate without looking at the CD," he said, referring to the original recording of the video.

At 25:05 into the video, a tow truck driver can be seen walking toward Texas State Trooper Brian Encinia's cruiser before walking out of the frame. Fifteen seconds later, the same driver reappears and completes the same walk out of the frame as audio of Encinia speaking plays uninterrupted.

It's clear that the police thought they were going to get away with this. I am absolutely expecting that the jail hall video will show that it's been edited also. And I wouldn't be at all surprised if all those reported walk bys of her cell and voice contacts with her (her supposed refusal of breakfast at 6 am and asking via intercom to make a phone call) were all fabications of that police department also.

According to the Texas Tribune, her death was “eerily similar” to the 2012 case of James Harper Howell IV, a white man from nearby Bandera. Howell, 29, was arrested for felony marijuana possession, trying to run away in a car, and assaulting an officer. After a week in Waller County jail, he was found hanging from a bed sheet tied to a ceiling vent, the Houston Chronicle reported at the time.

James Harper Howell IV, of Bandera, was found about 11:55 a.m. hanging from a bed sheet that was tied to a ceiling vent in one of the jail's day rooms, according to the Waller County Sheriff's Office.
It took deputies three days to locate and notify Howell's next of kin.
Deputies said Howell had been in custody since he was arrested Oct. 25 by the Department of Public Safety for assault on a public servant, evading arrest/detention with a vehicle and possession of marijuana, a felony.
On the day he was found hanging, he had been sitting in the day room by himself watching television. Jailers had routinely checked on him. He spoke with jailers and gave no indication he would engage in suicidal behavior.

She did nothing that she should have even warranted her having to get out of the car.
Bullshit stop, and a manufactured altercation.

Cops deserve no respect unless they come out hard against these abuses.

I've never been more incensed than I was last night, watching 52 minutes of this sick s%#*.
I was waiting for someone - going thru her car - to plant evidence...nothing like a bag of drugs to cap off a stupid traffic stop.

But the odd thing is that portions of the video are repeated, so it wasn't a matter of simply cutting out portions.

And no way should the Justice Department trust any sort of internal investigation.

She was found with a plastic bag on her head. I take it the family is requesting a separate autopsy?

She was defiant and pissed off for being treated like a criminal for not signaling a lane change. That wasn't someone who is suicidal.

They are not 'alleged' edits. The video is edited period.
The video doesn't have presumption of innocence so no need to obfuscate that this was obviously doctored.
The MSM is again trying for some nonexistent neutral position in the killing of yet another Black person.
Despicable.

Surely, there are film edit experts that can get to the bottom of this obvious cover up. How could this be a "glitch" when the audio isn't interrupted?

...from whatever format a video was recorded to whatever format in which it is published.

I don't have the expertise to comment on this particular video. Maintaining synchronization between audio and video during conversion from and/or to different formats is not entirely simple, and various conversion software deals with it differently and will compensate for conversion errors differently.

to do anything related to investigation, that's why we NEED the feds, because some state governments can't be trusted to do their jobs in a manner in accordance with the Constitution or without racial bias.

They explain that the glitches were caused when it was posted.
