1. That message is just to remind you that your cell carrier might charge you

for the text, depending on your plan. Has nothing to do with PayPal per se.

My money is on "I just got a phishing text from someone pretending to be Paypal."

Betcha.

7. Could be, but I've seen that message before in legit contexts, too.

However, I've never received a text message from PayPal, so irrespective of the text fee warning I'd be careful, check your PayPal account directly using your login from your computer and don't respond to the text.

13. No, but I don't use PayPal very often, and only as a buyer

and not as a vendor. So I have no idea whether they ever use texts. I definitely agree that the OP should log into their PayPal account and see if everything looks OK. I have received a few phishing emails purporting to be from PayPal and have reported them.

2. That is a standard, boilerplate message

It just notes that there are a wide variety of data plans in the world, and if someone who has plan that states the user has to pay $1 per text sent, then they (Paypal) aren't liable for that.

just warning you that your cell phone provider could charge you data or msg cost, but that's just boilerplate. Probably not relevant.

4. First off, you should be very suspicious of text messages from Paypal

I can't think of too many reasons why I have ever received a text message from Paypal and I use it heavily. Occasionally, it is used as a login confirmation.

If you are receiving text messages from Paypal, your principal concern should be whether the text message is actually coming from Paypal, because the odds are that it is not actually a text from Paypal.

That said "msg and data rates may apply" usually is found whenever someone offers to send or receive information with you via text, because while corresponding with them may be free, they are not responsible for what your cell phone carrier charges you for text messages.

But, your bigger concern is what sorts of text messages are you getting from Paypal. If you have any questions about your account, you should log in through the app or by TYPING paypal.com into your browser, and then access your account. You should not click on links in text messages nor should you assume that text messages actually came from Paypal.

communicate in email only (I thought) and they always use your full name when addressing you with any communication.

You are not getting texts from either Paypal or AT&T.

Since there is zero cost for sending them, they just blanket huge batches of phone numbers in numerical sequence.

Some of the texts will reach Paypal or ATT customers. Some of those people will believe the messages are real.
