3. I think it is John Rhodes

Congressman Rhodes became the Republican Leader of rhe House when VP Ford was selected to be the VP. I don’t know if this was a picture with Ford as VP and ONeill was majority leader and Rhodes was minority leader or if it was when Ford was President and O’Neill was Speaker
