Maryland and climate change

Maryland is embarking on a climate change plan that will cost $1 billion per year and position the state to be emissions free by 2050. They are short on funds and are talking about cutting back on transportation funding... At the same time that Baltimore just had to suspend rail service because the cars were hazardous, nearing end of life, and hadn't been maintained. We won't even talk about the importance of pumping money into our school systems.

I am struggling to understand why climate change takes priority. Someone please help me get it.
